Schedule & Tariffs Centre (STC) ​is a structural subdivision of the Transport Clearing House, PJSC performing the following functions as prescribed by special authority in the field of Civil Aviation:

  • under the prescribed rules, ensuring of airlines' activities coordination as regards development, maintenance and update of domestic/international flight schedules;
  • technological control over operational conditions and licenses requirements at international, interregional and local air routes;
  • registration and maintenance of coding directories of carriers, cities, airports and other technological codifiers;
  • ensuring of appropriate filing of fare data for international and domestic passenger air routes;
  • ensuring of appropriate filing of airport/aeronautical fees and charges (prices) for aircraft ground handling at Russian Federation airports;
  • maintaining of universal industry database on fare data for passenger services; domestic and international schedules for Russian aircraft; airport/aeronautical fees; charges (prices) for aircraft ground handling at Russian Federation airports; coding directories, publication of related data and preparation of relevant statistical reports.

Basic Regulations Governing STC Operation

  •  Resolution of the Government of the Russian Federation #599 "Rules for Ensuring Access to Services of Entities of Natural Monopoly at Airports" dated July 22, 2009.
  • Regulation for Development, Approval, and Publication of Timetables of Scheduled Passenger and/or Cargo Carriages Operated by Licensed Carriers.   • Provision on Registration and Publication of Fare Data for Scheduled Passenger Services Operated by Russian Aviation Enterprises. Effected by the Order #94 of RF Ministry of Transportation on May 23, 2001 (amended as per Order #10 of RF Ministry of Transportation dated 11.02.2005 and Order #90 of RF Ministry of Transportation dated 04.04.2012)
  • Provision on Assignment, Maintenance and Use of Internal Codes of Carriers and Organizations, Airports and Cities (Points) and Civil Aviation Agencies. Effected by Ordinance #ДВ-63/и of the Air Transport Department dated 12.05.94.  
  • Regulation for Creation and Application of Transfer Connections for Flights Operated by M1 Agreement Participating Airlines. Effected by the Order #31 of TCH, JSC dated 02.08.2005. 
  • The Order #137 dated 21.06.2010 "On Approval of the Application Form for Rendering Services of Entities of Natural Monopolies at Airports, the Form and Procedures for Maintenance of Applications Register for Rendering Services of Entities of Natural Monopolies at Airports".
  • The Order #63 dated 24.02.2011 "On Approval of the Methodology for Airports' Capacity Calculation and the Procedure for Application of the Methodology for Airports' Capacity Calculation". 

Flight Timetable

In pursuance of licenses issued by authorized licensing agency, Schedule and Tariffs Centre from time to time updates the Central database of flights timetable and slots. The database includes slots for flights operated via airports of the Russian Federation and flight parameters ensuring fulfilment of carriers‘ obligations undertaken in pursuance with contracts of passenger air carriage or contracts of cargo (mail) carriage. Moreover, if other CIS airlines so require, data of flight parameters for their timetable may be included into the Central database of flights timetable and slot.

Update of flight parameters is communicated to customers, i.e. carriers, airports, civil aviation agencies and local departments of the RF Ministry of Transportation.

While developing flight timetables STC will:

  • supervise license consistency regarding the right to operate scheduled flights;
  • ensure control over parameters of agreed slots at airports on the flight route;
  •  check flights observance of airport working conditions and norms of airport capacity;
  • coordinate flights of various carriers, considering required resources and satisfaction of commercial conditions for flight operation;
  • estimate material resources essential for planned flights.

Formalized messages to be placed and updated in STC database can be generated online. Messages are generated under automated template.

Formalized slots request messages are also generated online.

If the authorized agency of the Civil Aviation, CCS, TCH or carriers so prescribe, STC provides optional services in the framework of available timetable database.

  • Under Resolution # АЮ-228-1Р of Federal Air Transportation Agency dated 10.09.2005, STC makes up charts of aircraft turnover for international non-scheduled (charter) flights. 
  • In case of flights operated by carriers participating in “M1” Agreement, routes of passenger services are arranged with transfer points. For the purpose of arrangement of transportation sales, exchange file is transmitted to “Sirena-Travel”, JSC daily. 
  • Under carriers’ mandate, the timetable data in the format set out in Chapter 7 of SSIM (IATA) is transmitted by STC to companies involved in the collection and distribution of Worldwide Timetable i.e. OAG, INNOVATA and Golden Ware so as to represent domestic flights at international market via GDSs and World timetable services both in printed and e-versions.

Coding Directories

STC maintains the aggregated database of coding directories for the purpose of universal use of codes in information systems for passenger services reservation and sales, publication of timetables and fares, ticketing, settlement and other commercial issues related to passenger services.

STC maintains the codifiers in pursuance of Provision on Assignment, Maintenance and Use of Internal Codes of Carriers, Organizations, Airports, Cities (points) and Civil Aviation Agencies (№ ДВ-63/и dated 12.05.94) and Directive "On Coding Directories Approval” (№ ДВ-109/и date 14.07.94).

Airline internal codes are assigned in pursuance of carrier’s appropriate application attached with a copy of Operator’s Certificate.

Internal airport and city codes are assigned under appropriate application from an organization (aviation authorities, airline, airport, civil aviation agency, etc.). The application for domestic code must be accompanied by a copy of State Registration Certificate and Airport Operational Worthiness Certificate.

Other codes are assigned under applications from aviation authorities, airlines, airports, civil aviation agencies and other entities.

Passenger Fares

Under Decree № 724 of the Russian Federation Government dated 17.09.1997 carriers independently establish passenger fares.

Fare data becomes effective upon filing the same in due order.

Fare data include

  • passenger fares;
  • fare application rules;
  • free baggage allowance;
  • baggage charges;
  • issuance fees, fuel surcharges, charges for services of Computerized Reservation Systems;
  • routes for through fares.

Carriers will file fare data in STC as prescribed by Attachments 1 – 21 of the Provision on Registration and Publication of Fare Data for Scheduled Passenger Services Operated by Russian Aviation Enterprises, effected by the Order № 10 of the RF Ministry of Transportation dated 11.02.2005 and the Order #90 of the RF Ministry of Transportation dated 04.04.2012.

The system of remote access to TAR-LINE database has been developed with use of web-technologies to enable the encoding of fare data with subsequent uploading in the database, STC maintenance of universal database of fare data of all carriers, automated transmission of fare data to CRSs; scrolling and analysis of current fare information and STC archive of fare data.

The system facilities for control of fare data at the time of its encoding and uploading in the main database provide for higher accuracy and time reduction for fare data uploading in STC database. Customized templates for various encoding patterns of fare data would reduce the workload significantly. A customer operating in the dedicated segment of operational database can simultaneously generate an unlimited number of messages and update their status prior to transmission to STC. This system is aimed at experts/managers of commercial and other departments of carrier responsible for generating, publication and analysis of fare data.

In order to get registration a customer should submit a proper application to TCH STC by fax + 7 (495) 660-34-03 or at e-mail: oss@tch.ru. The following details must be entered in application:

  • Name and method of communication (Fax or e-mail) with the person eligible to handle the list of customers and passwords;
  • ­Domestic/international code to be applied by the system at message generating in the AIRLINE and SOURCE fields (they may be different).

Each customer is assigned an identifier i.e. an individual username and unique password which will be used for online access from the user’s desktop. In order to access the system, the customer must enter his/her identifier to be able to work in "REFERENCE" mode (scrolling of all carriers’ fare data in the main database) or  in "FD UPDATE" mode (generating and filing of fare data).

Fees and Charges for Ground Handling of Aircraft, Passengers and Cargo at RF Airports

Schedule and Tariffs Centre of TCH maintains the system for registration and publication of airport/aeronautical fees, charges for aircraft ground handling at RF airports and prices for fuel consumed by carriers. The system provides normative-guidance, information, soft and technical support.

Registration is performed under the Order of RF Ministry of Transportation #241 dated 17.07.2012  (with amendments and schedules in accordance with the Orders #392 dated 01.11.2012 and # 254 dated 22.07.2013) pursuant to the Letter of Ministry of Transportation 3807-2013 On Procedure for Registration and Publication of Aeronautical and Airport Fees, Charges for Handling of RF Operators’ Aircraft at RF Airports and Airspace and Prices for Materials and Machinery Provided to RF Operators at RF Airports”.

This system provides an opportunity to develop the register and universal database as per companies engaged in aircraft handling at airports in pursuance with relevant certification requirements. This system also provides for collection, processing, uploading in the unified database and communication to customers the information related both to adjustable fees and charges for aircraft ground handling established by servicing companies on an independent basis.

The following fees & charges are liable for registration:

  • aeronautical charge in airport zone established for one ton of maximum aircraft take-off weight;
  • take-off/landing fee established for one ton of maximum aircraft take-off weight;
  • flight security charge established for one ton of maximum aircraft take-of weight;
  • fee for parking that exceeds 3 hours upon landing for passenger aircraft, and 6 hours - for cargo and cargo-passenger aircraft;
  • terminal use fee established per one adult passenger (12 years and over) - separately for domestic and international services and per each terminal;
  • meteorological support charge established per one aircraft operation;
  • passenger service charge (PSC) per one departing adult passenger (12 years and over) - separately for domestic and international services and per each terminal;
  • cargo handling charge established per one kilo of handled arriving/departing cargo (mail) - separately for domestic and international services and per each cargo terminal;
  • landing and debarkation charge established per one discharge of equipment - separately for passenger embarkation/debarkation (excluding aerobridges);
  • embarkation/debarkation aerobridge charge established per one hour of aerobridge use;
  • passenger transport charge established per one vehicle per vehicle types (makes) of various passenger capacity;
  • catering charge established per one operation of various aircraft types;
  • charge for workload per technical maintenance in accordance with Form А-1 (А-transit) and technical arrangements for take-off/landing and aircraft maintenance check established per one standard hour;
  • standard workload (number of standard hours) for works in accordance with Form А-1 (А-transit) established per equipment type;
  • standard workload (number of standard hours) for technical arrangements for take-off /landing and aircraft maintenance check established per equipment type;
  • charge for technical arrangements for aircraft arrival and departure established for one service cycle per equipment type;
  • towing charge established for one service cycle per technical facilities types (makes);
  • charge for cabin cleaning established for one service cycle per equipment types;
  • charge for lavatory cleaning established for one service cycle per equipment types;
  • charge for potable water refilling established for one service cycle per equipment types;
  • charge for potable water drainage from the aircraft system;
  • charge for aviation POL established for one ton of POL;
  • charge for aviation petrol storage;
  • charge for providing aviation oils, lubricants and special fluids;
  • aviation kerosene price established for one ton of aviation kerosene;
  • aviation petrol price established for one ton of aviation petrol;
  • price of anti-water-crystal fluid established for one kilo of this substance.

Information support of the system users provides for communication of all information updates to carriers, notification of servicing companies as to effectiveness of their charges and fees and submission of information to customers concerned.
