The Schedule and Tariffs Centre of TCH runs the system for the registration and publication of airport/aeronautical fees, charges for aircraft ground handling at Russian airports and prices for fuel consumed by carriers, which includes normative-guidance, informational, software, and technical support.

That system provides an opportunity to maintain a register and a unified data bank of the aircraft handling companies at airports on the basis of the relevant certification requirements. The system also enables to collect, process, upload in the unified database, and to provide to customers information both about adjustable charge rates and tariffs for aircraft ground handling that are being self-established by handling companies.

Registration is carried out on the basis of the Order of the Ministry of Transport of the Russian Federation No.149 of 27.04.2024.

The below fees & charges are liable for registration:

  • charge for aeronautical services at an aerodrome's zone established for one ton of maximum aircraft take-off weight;
  • take-off/landing fee established for one ton of maximum aircraft take-off weight;
  • flight security charge established for one ton of maximum aircraft take-of weight;
  • fee for providing a parking space for an aircraft at aerodromes for more than three hours after landing in case of passenger aircraft and six hours in case of cargo and cargo-passenger certified types of aircraft if there is cargo (mail) to be handled (loaded and/or unloaded) at the airport of landing. For cargo and cargo-passenger types of aircraft, if there is no cargo (mail) to be handled, for providing a parking space for an aircraft for more than three hours;
  • fee for providing an airport terminal established per one passenger (12 years and older) - separately for domestic and international flights and for each airport terminal;
  • passenger service charge (PSC) established per one departing, including transfer, transit passenger (12 years and older) - separately for domestic and international services and per each terminal;
  • tariff for cargo handling set per one kilogramme of handled (arriving and departing) cargo and mail in BULK and ULD by type of cargo and mail separately for domestic and international carriage and for each cargo terminal;
  • tariff for boarding and deboarding of passengers established per one feeding of one technical equipment - separately for passenger boarding and deboarding (except for aerobridges);
  • tariff for boarding or deboarding of passengers using aerobridges set per one minute of use of one aerobridge;
  • tariff for passenger delivery set per one vehicle by types (brands) of vehicles of various passenger capacities;
  • tariff for delivery, unloading and loading of on-board catering set per one service cycle according to different aircraft types;
  • tariff for technical arrangements for aircraft arrival and departure established for one service cycle per different aircraft types;
  • towing charge established for one service cycle per different types (brands) of technical equipment being used;
  • charge for cabin cleaning established for one service cycle per different aircraft types;
  • charge for lavatory cleaning established for one service cycle per different aircraft types;
  • charge for potable water refilling established for one service cycle per different aircraft types;
  • charge for potable water drainage from an aircraft system;
  • tariff for equipping set for one service cycle by aircraft types;
  • charge for refueling of airplanes established for one ton of aviation POL;
  • charge for aviation petrol storage;
  • charge for providing aviation oils, lubricants, and special fluids;
  • aviation kerosene price established for one ton of aviation kerosene;
  • aviation petrol price established for one ton of aviation petrol;
  • price of anti-water-crystal fluid established for one kilo of that substance.

The List of rates of fees, tariffs and prices for materials and machinery subject to registration with the Central Bank of fees and tariffs, codes and numbers of services and operations applicable at the time of their registration and publication.


Information support for the users of the System includes the provision of all information updates to air carriers, the notification of handling companies when their charges and fees enter info force and the submission of information to persons concerned.
